Slopes of two perpendicular lines are opposite reciprocals.
Slope of the given line is " - 1/5 " ---> slope of the perpendicular line will be "5".
Let's use point-slope form of linear equation
y - y1 = m (x - x1)
I assume, that given coordinates are (3, - 4), because you wrote (3-4)!!!
y - (-4) = 5(x - 3)
y + 4 = 5x - 15
y = 5x - 15 - 4
y = 5x - 19
