Shouldn't 9 men take more days than 12 men to dig a trench? (12men=18 days, 9 men should be equal to more than 18days)That is why I am confused my answer was also 13  1/2....

Apparently my logic was flawed here.  My apologies.  I should have known immediately that 13 1/2 couldn't possibly be correct because the answer had to be more than 18.  Very sorry for that.  I see that Amanda B. did the same thing ... lol.

f.y.I,  with word problems, I often say that they put in "a brick to stumble over" or "a brick wall to run into."  And, I've never met a person that I can't trick with one of my favorite word jokes (I collect them).  Alas, I have fallen for some tricks on this forum, also.
 
It helps to lol, because then we are willing to change and to learn.
 
True story:  The commanding general was listening to presentations by company marketing VP's. They touted their capabilities at a vendor's conference on Independent Verification and Validation.  When the presenter got to the PowerPoint slide with the bullet that said, "IV&V," he said "our company has experts on 4's and 5's, too.
