For each x in the equation substitute (x-18).
For each y in the equation substitute (y+10).
 
e.g.  y=x2 is a parabola through (0,0)
y+10=(x-18)2 is that same parabola translated to the right 18 units and down 10 units.

The suggestion works for a parabola - and other conics. It does not work for a pair of linears

y=mx+b goes through the point (0,b)
y+10=m(x-18)+b goes through the point (18,b-10)
