So:
-14 < 7x < 21
Divide everything by 7 to isolate x:
-2 < x < 3
Now, create a number line. x can be any value between -2 and 3, not including -2 and 3 themselves. Draw open circles around -2 and 3 (to indicate that they are not included) and shade everything between the two values (to indicate that x can be any of those).
