Probability

There is a 17% probability that Shirley will eat steak for her birthday, and there is a 20% chance that she will eat cake.  If there is a 10% chance that she will eat steak or cake, what is the likelihood that she will pig out and eat both?

I agree with you Mark, and I was confused by the problem's construction at first, too. The way it can work though is if it is an exclusive OR, whereas an inclusive OR would be, as you have noted, greater than the possibility of either event taken individually. Of course, that doesn't really make sense with the story, but the math works.

In other words, I don't think that the question was phrased very clearly.
