Standard formula for radius of a circle is:
(x-h)2 + (y-k)2 = r2
where:
h=x-coordinate of center
k=y-coordinate of center
r=radius
So, from your equation:
Center= (-4, 2)
Radius=sqrt(9)
Radius=3
When you go to graph, plot the center first, then plot the points three units up, three units down, three units left, and three units right, and you should have your circle. I hope this helps.
