What is the best way to compare data from two counties?

I would like to compare the percent of population below the poverty line for three counties for funding. Would I take the average, use the median or how?

Thank you! What about if I already have the percent under poverty. So I would just calculate the average with that data?

yes just calculate the average by using the percentage under poverty for each of the counties. for example if it the three percentages are 15, 20, and 25 the average would be 20. (15+20+25)/3
