The simplest way would be to simply calculate the ratio of those under the poverty line compared to the total population. This would be done by dividing it. pct under poverty line = poverty/total pop. You could then calculate the average between the three counties by adding up the percentages and then dividing by three. If you wanted to calculate a confidence interval I would suggest using free software like R to calculate a logistic regression. I could assist you with this if you would like to schedule a lesson.
