First, note that P^-3/2 = 1/P^3/2. You can evaluate this on a scientific calculator by first evaluating P^3/2 and inverting the result. After that its standard algebra.
For P = 16:
P ^3/2 = 64
1/P = 0.015625
(-128 x 0.015625) -1 = -3
Try it with P = 64
I am assuming solve means to evaluate the expression.

= (-128(16)^-3/2)-1
= (-128/64)-1
=-2^-1
= -1/2 if that -1 was intended as an exponent
or
=-3 if you meant subtraction, minus 1 as another term, not an exponent
if p=64,then p^-3/2 = 1/psqrp = 1/64(8)=1/512
-128/512 =-1/4
-1/4 to the -1 power = -4
or if you mean -1 as subtraction not a power then
=-5/4
the problem is possibly ambiguous as written
