First we need to find the slope: rise/run, or y2 - y1 / x2 - x1
(-1 - -3) / (1 - 2)
2/-1 --> -2
Next we use the point-slope formula to get the basis of our equation. Which point we use does not matter:
y - y1 = m(x - x1)
y - -1 = -2(x - 1)
y + 1= -2x + 2
y = -2x + 1
That is our slope form. standard form would be to move the variables to one side:
2x + y = 1
