There's a few things you haven't indicated in your question. (One assumes you mean 0.75 inch, though you didn't say so.) What is the material of the sheathing pipe? Even if PVC, it is available in various wall thicknesses for various uses. One assumes you only need a minimal covering. Then, you would look for a pipe with OD (outer diameter) maybe 1", and calculate the ID (inner diameter) if you are given a wall thickness, or look directly for an ID of 7/8" or larger. You don't want to use ID 3/4", it might bind when you tried to slide it on. Also to consider: what length of pipe are you sheathing, how are you treating the ends (if you need to keep the interspace dry, for example), and what is the local building code for such improvements (if applicable).
