Let x be the width and y be the length.
Perimeter, p = 2x+2y=62
y = x+3 from the description.
Substituting for y
2x+2(x+3)=62
2x+2x+6=62
4x=56
x=14
y=x+3=17
So the length is 17 and the width is 14
Checking:
2(17)+2(14)=34+28=62
