Make a rational equation that have vertical asymptotes of x = -3 and x = 6, oblique/slant asymptote of y=x+2, and goes through points (0,4), (1,2), and (4,2)

I agree, too many conditions, unless somehow all possibilities for creating the rational function have not been considered.. If you use y = x+2 as slant asymptote, then (4,2) is not on the graph (in this example): desmos.com/calculator/qcrq32d8k4
