Could also say that scale is 8 in = 54 ft or 1 in: 6.75 ft. (without conversion).
A scale is the same as a ratio. You can do it in many ways, like the actual size to model size or vice versa. You can keep the values given as long as you specify the units or convert them both to feet or inches. The important thing is that it is specified.
Some way to do this: convert them both to inches. 54ft = 648 in
so the scale is 648:8 or 81:1
If you change them both to feet: 54:2/3 which will also simplify to 81:1. Either way the answer is the same.
It can also be expressed as 1:81 being the scale of the model to actual size.
