Multiply the second equation by 3
-2(9x-2y=-8)
3(6x-7y=23)
-18x+4y=16
18x-21y=69
Now add the equations together
0x-17y=85
Solve for y
y=85/-17
y=-5
Now plug y=-5 into one of the original equations and solve for x
9x-2(-5)=-8
9x+10=-8
9x=-18
x=-2
