Consider $3.80 as if it were 100% of the price.
Then you have to find the percentage that corresponds to $3.30
Using proportions, we can set up the problem as follows:

If $3.80 is 100% then
$3.30 is = X
At this point, you multiply 3.30 by 100 = 330, then divide it by 3.80. The answer is 86.84
100% - 86.84% = 13.16%
The price decreased by 13.16%

There are several ways to do it above I used the difference between the original price and the sale price times 100 all divided by the original price
