For any function (amazing but true), you can translate it right or left by replacing the x with x-h. Where h is the distance you want to translate it. It has a minus sign because the translation is in the opposite direction of the number.
So, 1 unit left goes in the negative direction, so h = -1. So you replace x with x - (-1), which is x + 1.
The translated function is f(x+1) = /x+1/ + 9.
