Vertical shrink by 1/4 means it becomes y = 1/4(-x)²

Horizontal shrink by 1/2 means it becomes y = 1/4(-2x)² ("x" is opposite of the way it appears so multiplying by 2 results in a shrink of 1/2)

Right 2 means it becomes: y = 1/4(-2(x - 2))² ("x" is opposite of the way it appears so subtracting 2 moves right 2)

Up 7 means it becomes: y = 1/4(-2(x - 2))² + 7

This can be simplified but it may be better to leave it like this to show the transformations.
