There are 13 hearts and 13 diamonds (total 26 red cards) in a 52-card deck.
There are 13 spades.
On the 1st draw the chance of a red card being drawn is 26/52.
Since there is no replacement, there are now 51 cards left.
Chance of a spade is therefore 13/51.
P(R and S) = P(R)•P(S|R), so you'll need to multiply the two fractions.
Because the 1st card is not replaced, the events are dependent.
