a line perpendicular to y=-3x-3 will have a negative inverse slope
take the coefficient of the x term, -3, change its sign and flip it upside down to get 1/3
slope of the perpendicular is 1/3
set it equal to the difference in y coordinates divided by the difference in x coordinates: 1/3 = (y-3)/(x- -9)
y-3 = (1/3)(x+9)= x/3 +3
y = x/3 +6
