I didn't see an equals sign in h(x) so I assumed it was supposed to say h(x) = -64x - 4.
If h(x) = -64x - 4, then you would plug in x = -1 for h(-1).
h(-1) = -64(-1) - 4
= 64 - 4
h(-1) = 60.
