Notice that both of these lines are in slope intercept form: y = mx+b. In this form, m would represent the slope. In your example, the first line has slope 1/4, while the second line has slope 4.
For lines to be parallel, the slopes would have to be equal.
For the lines to be perpendicular, the slopes would need to be opposite reciprocals.
1/4 and 4 are not equal, nor are they opposite reciprocals (they are reciprocals, but not opposite reciprocals). Therefore the lines are neither parallel nor perpendicular.
