The angle of depression is constructed by a horiziontal line and a line joining the object and the observer's eye. Using a little geometry and trig, there's a base of 151m and a height of 59m. Tan Θ = opp/adj or 59/151 = 0.391. So Θ ≅ 21.3ο.
