I assume you mean triple the "width".
The key with this type of question is to form equations from the words. Using algebra to solve the equations makes the problem far easier. Note that with 2 unknowns, you need two equations.
So our first statement: "The length of a rectangle is four more than tripled the width". Translates to:
L = 4 + 3W
The second phrase "the perimeter is 88 inches" translates to:
2L + 2W = 88
