What scale factor was used to build a 55 ft. wide billboard from a 25in. wide model?

Almost there, but you need to convert your 11 feet to inches, by multiplying by 12, so that it's inches to inches.
 
so 5 inches to 11 feet becomes 5 inches to 132 inches, or 5:132 scale.

Since the 25" wide model is the original, the scale factor (multiplier) to make the 55' wide billboard would need to be 132/5 or 26.4 to make the scaled up billboard larger than the model.
