I think the scale factor is 5in=11ft, if I understanding your question correctly. This is a ratio type question. You would divide or reduce 25/55 to get 5/11.

Since the 25" wide model is the original, the scale factor (multiplier) to make the 55' wide billboard would need to be
132/5 or 26.4 to make the
scaled up billboard larger than the model.
