Since -7x-7y=28+2x-7y, we can add 7y to each side to get -7x=28+2x. Next add 7x-28 to each side and we have 9x=-28. Dividing each side by 9, we get x=-28/9.
And since -7x-7y=1, we substitute x=-28/9 to get 196/9-7y=1. Adding 7y-1 to each sides, we get 7y=187/9. Dividing each side by 7, we are left with y=187/63.
Not sure I understand what you mean by "eliminate," unless you just mean that the -7y term can be eliminated to solve for x then reintroduced to solve for y.
