y=-10 is the line parallel to y=0 which goes through the point (8,-10)
y=-10 has slope = 0. It's a flat horizontal line. It's the x-axis
any line parallel to the x-axis will have the same slope = 0
the general equation of a line in point slope form is
y-y1 = m(x-x1) where (x1, y1) is the point and m= slope
if (x1,y1) = (8,-10) and m=0
then the line is
y-(-10) = 0(x-8) = 0
y+10 =0
y =-10
