a perpendicular line to x=-3 will be a flat horizontal line with zero slope
y=2 is that perpendicular line through the point (-4,2)
x=-3 is a vertical line. A perpendicular line is a horizontal line where y doesn't change its value. Just set y= to the y coordinate of the point (-4,2)
or if you want to use the standard equation of a line in slope point form
(y-y1)/(x-x1) = m = 0 where (x1, y1) = (-4,2), then plug in the point
(y-2)/(x+4) = 0
y-2 = (0)(x+4) = 0
y-2 = 0
y = 2
