f(x)= x+5 x<-2
x2+2x+3 x≥2

If I understand correctly you should just the points they are asking you for, you can graph the two equations and then just take the range they are asking you for. So for the first one
f(x)= x+5 x<-2
f(x) = x2+2x+3 x≥2
we see that for these set of functions our domain isn't complete we have a function for -∞ < x < -2
and a function for 2≤x but we don't have any function for the values x = {-2,-1,0,1} so for it to be a function you have to map every member of our domain to at least one range value, in this case our domain set is missing some range information so it would't quite be a function.
we can see that:
f(3) = 3^2+2*3+3 = 18
but f(0) = undefined

For part 1 is there a typo? Should it be x>= -2?08/28/21
