I agree with Mark M. Plot hours on the x axis (0 - 20 hours should be good), and dollars on the y ($0 to 25 would work). You should have a straight line from 0 to 12 hours, with a slope of 8 ($8/hour). At 2.5 hours through 12 hours, the line will be flat at $20. It will end at 12 hours, since we don't know what happens after that point. (E.g., the garage closes and the car is towed?)

This is not linear. It is a step graph. $4 for 0 to 0.5, $8 for > 0.5 to 1.0, $12 for >1.0 to 1.5 and so on.
