How does the United States guide the citizens through social, economic and fiscal landscape?

Given the emphasis in our government and society on self-initiative and self-sufficiency, it's up to the individual to acquire that knowledge through educational institutions and public services. We are trending more towards a social democracy like many European countries, but we are not fully there yet.
