Poverty is a cycle that repeats itself, meaning often people who grow up disadvantaged don't have the opportunities needed to succeed.You should research the causes of poverty and what the gov is doing about it. Does it help? Why or why not? Is the assistance difficult for people of color or who don't speak English to obtain? Is it distributed fairly? What are the criteria? Are problems like food stamps and job training better or worse than cash? This is a big subject, so I suggest you focus on a particular aspect if that's allowed. For example: Does welfare prevent people from seeking jobs? Are there enough jobs? Does the government do enough to help unemployed people develop marketable skills? Does the cost of child care prevent single mothers from working? Is the educational system set up so that inner city kids get poor educations and can't get into college?
