Take the first three bits a pipe them into an AND gate (or multiple AND gates if your AND gates are not allowed to accept more than two wires). Take the three bits starting from index 1 and pipe these into another AND gate. Continue likewise until you've piped every consecutive three bits into its own AND gate. Now take the wires out of all the AND gates and pipe them pairwise into an OR gate (or multiple OR gates if your OR gates are not allowed to accept more than two wires).
