20/28 is unit-less 4 quarts to a gallon so 7 gallons = 28 quarts
so 20/28 could be 20 quarts to 28 quarts or 20 gallons to 28 gallons or any other units, liters, cups, teaspoons or tons or pounds of whatever liquid you want.
simplest though is 5/7 or 5:7, as 20/28 = 5(4)/7(4) = 5/7
