Since the axis of symmetry goes through the vertex we know that there is a shift to the right by 8 so equation is y= (x-8)^2 +k To get k just use either of the given points and you will get k =-64 so

equation id y = (x-8)^2 -64.If you graph this you will see it satisfies the criteria you have given
