slope = (8--8)/-1--3) = 16/4 =- 4

y=4x + b, plug in either point to solve for b

8 = (-4)(-1) + b

b =4

y=4x + 4 is the line, plug in x=6 to solve for y = h(6)

h(x) = -4x + 4

h(6) = -4(6) + 4 = -24 + 4= -20

h(6) = -20
