and is BELOW the y-intercept of (0,2)

so draws the line with a dotted and/or dashed line

and shades ABOVE

Ex. (0,5) is in the solution region

0 +4(5) > 8 --> 20 >8 is true

and 5 > (-1/4)(0)+2 --> 5 > 2 is true
