One site that I use frequently is BuiltWith.com. If you check the site you posted with their tool, it looks as though it's built on WordPress and would suggest that a WordPress template or theme (either purchased or custom) is used here.

I checked the site using Inspect browser tools and coding is definitely customized, though is in a theme setting. It appears they used a blank theme canvas to create the theme elements from scratch. Definitely not templated.02/12/21

OK. So let me take your question and break it down into two parts. First off, it appears that the site was created from a customized coded theme. NOW! before! you going saying OH GOD! understand what a theme is... Your theme is the overall look, feel, and style of your website. This includes things like the color scheme, layout, and style elements. In essence, your website theme is a direct representation of your brand and has a direct impact on your users' experience. That said... You will have either a custom-built them specifically for your business and is more expensive than a templated theme which can be bought on any average hosting platform including my site agency. It is not the theme being the issue if you are concerned with the security of your site. BUT! you do want to trust who it is you have to code a custom theme, and due to coding in itself take you trusting the individual doing the coding. That is the biggie. With the templated theme, in my honest opinion will serve just as much the same, however, you can add some apps and or additional coding to make a templated theme just as secure if not better secured than some custom-built theme, and again, that goes back to having the project done by whom. Not only that but if security is at top of your concern and based on your question I think it is. Then, you want to look into the hosting provider of your site and assure they have the latest in PhP server upgrades and your SQL, SSL, and SSOs are as well especially SSOs if you going to be having members login and members engagements across platforms. It would be very irresponsible to believe that all website security vulnerabilities only lie in the building of a theme, be it a custom theme or template. Hope this helps.02/12/21
