When you travel with the current, it works with you. If I can row 2 mph and the current is 3 mph, I'll travel 5 mph downstream (2 + 3 = 5).
When you travel against the current, it works against you. If I try to travel upstream, I'm gonna go backward downstream at 1 mph (2 - 3 = -1).
