8y = x-11

y = (1/8)x - 11/8

the perpendicular line has slope = negative inverse of 1/8 or - 8

y=-8x + b is the perpendicular line, plug in (10,-4) to solve for b

-4 = -8(10) + b

b = -4+80 = 76

b = 76

y= -8x +76 is the equation of the perpendicular line through (10,-4)
