If the inequality is 13 *x +21<1 then if you solve it:
13x < -20
so x <-20/13
I don't understand what you mean when you say "when I solve it the inequalities are the same?"

Sorry for my misread:
If the absolute value of 3x +2 is positive, 3x + 2 < 1 so 3x <1-2 3x < -1 x < -1/3
If the absolute value of 3x +2 is negative, -(3x +2) < 1 so -3x -2 < 1 -3x <1 + 2 -3x <3 Divide by -1 and turn the arrow
3x>-3 so x > -1
so the two answers to the inequality are: x < -1/3 and x > -1
