substitute (x-2) to shift 2 units to right, and add 3 to shift 3 units up

h(x) = (x-2)² + 4(x-2) + 3

for enlargement, multiply by scale factor

g(x) = 1.3 ( (x-2)² + 4(x-2) + 3 ) equivalent to g(x) = 1.3(x-2)² + 5.2(x-2) + 3.9
