Since the vertex was given I would first put it in vertex form. Then using the point you will be able to find the value a.
y= a(x-h)2 + k V(-1,2) Point ( 0,5)
y= a(x+1)2 + 2
Now replace (0,5) with y and x
5= a (0+1)2 + 2
Solve for a
5 = a(1) + 2
5 =a +2
3= a
now you have it in vertex form: y= 3(x+1)2 + 2

If you have learned that parabolas can also open right or left, then Juhnee gave a great explanation how to find that equation. I misread the question and it looks like it is looking for two separate parabolas: one that opens up/down and one that opens up left/right. Apologies for the confusion.10/23/20
