If this is the only information given, then you have a few choices.
The first question to ask is, "What is the independent variable and what is the dependent variable?". I see a couple of possibilities. 1) You could let time (t) be the independent variable and data consumption (d) be the dependent variable. In this case, the domain would be 0 - 31 days (depending on the month) so, written as an inequality 0 < t < 31 (where t is in days), The range would be 0 - whatever GB (depending on how many Netflix movies you watch). There really isn't much to go on here about the maximum data consumption. I suppose you could watch multiple movies per day - say 3 movies per day. If you did that, then the maximum would be 31•2•3 = 186 GB so the range would be 3 < d < 186 (where d is in GB).
You could also let number of movies (n) be your independent variable and data consumption (d) be your dependent variable. So the domain could be 0 < n < 93 (where n is number of movies) and the range again 3 < d < 186 (where d is in GB).
There are other possibilities. Let your imagination take over.
