This is a good question. There are a few ways we could tackle this, but the easiest way is to use the equation y=mx+b
where m is the slope of the graph (meaning how it "slants") and b is the y intercept meaning where the line crosses the y axis.
If the slope of the line is -1/3, then we plug that in for m
and if the y intercept is 9, we plug that in for b.
So we get y=(-1/3)x+9
