Hi Amari,
A great place to start is with the equation (that's half the battle). The area of a rectangle is A = l * w (area equals length times width). Also, a good grid to work with is, What do I know? What do I need to know? You know the width (3 inches) and the area (70 inches), and you need to know the length, so next you can plug what you know into the formula to find what you need to know. Like this:
A = l * w
70 = l * 3 (or 3l). Next, divide by three on both sides to get length (l) by itself.
l = 70/3 or l = 23.3 (repeating)
If this was helpful, please let me know. Please keep me in mind for any future tutoring needs :)!
Best,
Cliff W.
