In general, say you have function f(x) and have the following transformations:
a*f(x - b) + d
a = vertical stretch / compression
b = horizontal shift
d = vertical shift
In this problem, f(x) is multiplied by 13 and subtracted by 4.
g(x) = 13x3 - 4 = 13*f(x) - 4
By multiplying f(x) by 13, you are stretching the graph by a factor of 13. By subtracting 4, you are shifting the graph down 4 units.
