Let us find the slope of line through (-3,6) and (1,4)
m=rise/run = (-3-1)/(6-4) = -4/2 = -2
Remember for two perpendicular lines with slopes m1 and m2, m1*m2=-1 or m2=1/m1
So the perpendicular line will have slope 1/2
a line with slope m passing through a point (a,b) has the equation y-b=m*(x-a)
Use m=1/2, a=-6, b=-6 see what you get!
