Simply plug the X's into the | x - 7|

so we get |-3 - 7| = | -10| = 10

and |7 - 7 | = 0

and |11 - 10 | = 1

When graphing, simply graph y = x - 7, but for the part that is under the x-axis, i.e. <7, graph its reflection through the x-axis. You should have a V shape above the x-axis touching at x = 7
