To find slope, m, given two points, (-1, 2) and (3, 4)
m = (y2 - y1)/(x2 - x1)
Once you have the slope (did you get 1/2?), you're ready to find the y-intercept. Use the slope-intercept equation of a line and either point. I'd choose point #2 since they are positive numbers, but it doesn't matter which point you use.
y = mx + b <-- use x2 = 4 and y2 = 3
3 = 1/2(4) + b <-- solve for b
3 = 2 + b
1 = b
Rewrite the slope-intercept equation of a line replacing m = 1/2 and b = 1.
y = mx + b
