The intercepts give two sets of points for your use
(0,2) coordinates of the y intercept
(-3,0) coordinates of the x intercept
Use these two points to calculate the slope m
m = (y2 - y1)/(x2 - x1)
m = (0 - 2)/(-3 - 0) = -2/-3 = 2/3
Use the Slope Intercept Form and one of the points to solve for b
y = mx + b
y = 2/3x + b
0 = (2/3)*(-3) + b
0 = -2 + b
Add 2 to both sides to solve for b
2 = b
Just plug in the values for m and b in the Slope Intercept Form
y = 2/3x + 2
